monitor problem

It's probably a coincidence but after having a cable modem installed thru comcast my monitor only works in safe mode. I tried adjusting the some of the display settings but it did not fix the problem. I tried to adjust the hertz rate but did not have that option. The only option I have is "use hardware settings". I also tried a different monitor and had the same problems. I checked the driver and it claims to be working properly.
 
Hold down the F8 key during startup, select "Enable VGA Mode", and press Enter.
If there's a display, then reconfigure the resolution and refresh rate if necessary. You may also have to make sure your monitor's make and model are correctly selected in Display Properties.
If there's no display, then restart, and select "Last Known Good Configuration" after pressing the F8 key.
