Monitor Preventing Boot of Windows?!?!

I just purchased a new monitor and for some reason my PC doesn't boot when its connected via DVI. It just powers up and doesn't boot up. Though if I don't connect the DVI cable to the monitor it boots fine, then I connect the DVI cable after boot up and I can work around it that way, but its not an ideal solution.

Appearing to be some kind of boot problem I updated to the latest BIOS but this made no difference.

The monitor is a viewsonic VP2130b. I used to have a viewsonic VP720 connected via DVI and I had no issues with that. I have a ati x800 xt graphics card and intel d875bz motherboard.

My PSU is only 300w or maybe 330w, could it possibly be because my PSU isn't powerful enough even though the screen has its own electricity cable?

I would speculate that your video card simply hasn't recognized that you have a new monitor and it has some incompatible setting "stuck". If it were me, I would start by re-installing (or updating) your video driver so it might recognize your new settings/hardware.

But are you really sure windows isn’t booting? Windows doesn’t really need any video device for proper operation. When you cycle your num-lock scroll-lock key does the corresponding LED cycle as well? If so, your computer is really still there working.

Do you get any messages during your BIOS POST (when using DVI)?
 
I had a similar thing a few years ago with a TFT on a standard SVGA port. Windows was booting, it's just the screen went blank as soon as it started loading windows. It turned to be the refresh rate and resoloution was out of bounds and the monitor just shut down. Had to put on a standard monitor and then change it. It may be that you monitor is experiencing the same. By not putting the monitor in when it boots, it may be using "Default" monitor setting as opposed to specific ones for you Monitor. If possible try installing the monitor once you are in, i.e do a add new hardware.
