Monitor - NO SIGNAL

I have a roommate whose monitor isn't working. It was working, then all of the sudden it just went blacked and popped up, "NO SIGNAL". We have restarted, unplugged and replugged the graphics card, and made sure all cables were connected properly and securely. Any help is appreciated. Thank you
 
Try to swap the monitor with another one to find out if it is a PC problem or a monitor problem.
