Monitor Cognos Services on Win2000 server?

Has anyone had any experience with monitoring the Cognos Services on a Windows2000 Server? Ideally I would like to set up some sort of a notification for situations where services are not started.

I have found a tool from the resource kit for Windows 2000 called "svcmon.exe" that is supposed to monitor the status of services. Anyone have any experience with this tool?
