monitor calls on MICS w/7.0

My customer wants to silent monitor (service observe) phone calls made by reps in the office. How can this be done? I am told that it is possible to use the ACD function or hunt groups to monitor inboud calls only, but my customer wants to monitor both inbound and outbound calls. Is there a work-around? Thanks.
