MOH on Merlin 820D

I have a Merlin 820D system. I can get the MOH to work fine, but I can't get the background music to work. These are the codes I am using:
Go to admin
#16 turn off
#17 low volume
#18 med volume
#19 high volume
Hit admin again
I do get the 2 beeps .

The background music for Merlin 820D its over the loud speaker not across the phone.
and the code is *16 to turn it off,*17 thru *19 for low,medium and high volume.
