I'm looking for a recommendation for digital audio hardware that I can use for a MOH input for looping recorded audio for on hold customers.
 
A Raspberry Pi with Volumio has worked well for me. You can load your content to a network folder and create playlists from the web interface. Essentially stick it in the telco closet and control everything remotely. The best thing is < $50 will get you there.
 
There realy isnt any bad recommendation.

Anything that supplies 600 Ohm out put and/or with headset jack, Pi, MOH box with USB, MP3 Player, iSomethingRather, Tranistor Radio and more.
