MOH by location or network region?

So I have a Centralized 6.3 CM with several sites running off of it with just SIP phones. Gateways are only located in the data center not at the sites.​
The sites span 3 states and the desire is to play a separate music on hold file by state. Where would be the best place to do this? Separate Tenants per state? Can it be programmed by Location or IP Network Region? or do I have to program it on a phone by phone basis (seems a bit cludgy as we will have over 5000 phones on this system.

I'm trying to determine the best way to do this by grouping the sets.

Your music source may vary, but setting different announcements is pretty easy. You can use the local MG as the storage location, if there is one.
