Modular Messaging gives extension is busy message when pressing ZERO

We have a Modular Messaging 3.1 system that was just upgraded from Modular messaging 2 and currently have an issue when a caller presses zero to go the operator they hear the message that extension is busy. It also says this when they try to transfer to another extension. The feature worked correctly in MM 2 but now it does not work.

That depends on 2 things, one is the method of transfer (blind versus full), the other is integration (which sometimes dictates what transfer method you can use). If you are using Full and a certain registry key isn't there (trombone) then MM will pull the call back to allow the caller to leave a message for the mailbox they attempted to zero out from.
