Modular ICS Call forwarding issuse.

I currenlty have a Modular ICS 4.0 and have been able to able to call forward my calls to an external number. But recently I'm no longer able to forward my calls. I can forward my desk phone to my cell and place a test call and it hits my cell with one ring and gets a busy signal and hangs up. It worked before the new GSM switch came online in our area and I know it has to be the messaging format that my switch is sending out. I'm have a PRI and have performed the test with anolog sets and it works fine. Does anyone have any suggestions of what I can chnage in my switch to allow for the correct forwarding information coming out of my switch.
