Modifying chart category labels

I have charted the actual and target values vs the shift/# (x axis) from a query. See sample data.

Shift/# Actual label Target
b1 0.9 0 0.75
b2 1.2 2 0.75
b6 0.8 2 0.75
a1 0.8 2 0.75
a2 1.1 4 0.75
a3 0.6 0 0.75

I would like to label the Actual point (on the graph)with the "label" column without changing the x axis labels. Currently, it will only let me use the Actual or Shift/# to label the points. Is there anyway to plot a data series and label the points other than what is plotted on the x or y axis?

I tried plotting the actual on a secondary axis and using the "label" as a secondary x axis but I could not add a secondary x axis.

Any help is appreciated.

 
You can use a secondary axis in charts in Access. This is the only way that I think you might be able to use alternate labels.

You could build your own chart without the chart control but that takes a fair amount of code and math.

How do you have 2 different x axis on the same chart?
 
I am not sure but I think you view the properties of the series in the chart design and find the option for secondary axis (or something similar).
