I would like to save some 'state' data in an 'exe' file,
but windows locks the file while it is executing. Is there
a way around this?

You might try Forum711. This one is for help making VB Help files, i.e. the WinHelp API. Not for "Help on the Win32API." You might have better luck in another forum.

you can have an asm program which will write to the disk. bios int 0x13. windows is a slight restriction and vb in a slight restriction within that. or just have external state files. (.ini)

This is a forum for the Help API, so you are asking in the wrong place.

Having said that, I'd suggest you investigate property bags...
