modifying a crystal report

I was trying to modify a custom crystal report but when I try to open the file I get "Invalid TLV record"

I've gotten this error when I have tried to use a different version of Crystal than the version it was created with.  Like trying to load it with the 16 bit version instead of the 32 bit version.
