Modify PeopleSoft 8 Login page

We would like to add a message to the PS Web Login page. The message needs to appear just below the Sign In button. Does anyone know how we would do this? It looks like the login page is generated with javascript through weblogic. This does not look like a simple page change.

On your web server in the ...\portal\web-inf\psftdocs\<ps dbname> you can modify signin.htnl and text.properties to add custom test to the logon page. You will need to recycle your web server to have the changes take effect.
