Modem wouldn't reset after first use, help!!!

We have about 10 remote users who need to access from their home pc to our host machine. The Citrix is the program on both sides, server and client.

We were using MetaFrame 1.8 before and everything worked fine. We upgraded from MetaFrame 1.8 to MetaFrame xp about 2 weeks ago. Now the modem wouldn't reset after first use it. This only have when the use exit the program in an nomal way. If the system disconnect the user because of "timeout", the modem will reset since it is what the setting I have checked on Citrix connection screen.

Any ideas why?
