Modem Works But Cannot Connect to Internet

I have two physical hard drives. I use one mostly for operating system - Win 98 SE. Recently, I reinstalled the operating system. Everything worked fine, excpet that although my modem works I cannot connect to the internet. Specifically, when I try to connect through AOL, the connection hangs at Step 5, talking to the network. Sometimes, AOL will disconnect after a couple of minutes, but other times, after a couple of minutes, the connection goes through and I get to the AOL home page. But once I am there, although I can access my email and get other non-internet services, I cannot access the internet either through AOL, or IE or Netscape. Similarly, I cannot connect to the internet through Juno. I have re-installed AOL several times. I have also re-installed my modem drivers. I spent about an hour on-line with an AOL tech guy, but he struck out. Any ideas?
