modem w`not redial

Just installed clean copy of W2000pro with service pack3 the problem is when i dialup my isp for the first time there is no probs but when i disconnect & reconnect the modem w`not dial i check the modems diagnostics and it says it is in use there is nothing else running to hold up the modem the only way round it is to restart my pc and it works again
win98 was on pc before change (no problems)
 
Do you have a palm pilot or something else that might be using a com port on your machine?

See if you can use phone dialer to call another number.

Usualy when I get a PC that won't dial, but the diagnostics work it is the OS that is trying to use the com port for something else...

I know there is a fix, but the only way I have found is to rebuild.

Here is a "work around" from Microsoft:

Press CTRL+ALT+DELETE to open the Close Program dialog box.
Click Rnaapp to select it, and then click End Task.
Start your communications program.

(I know it is for Win 95) but it might work for 2000 (might)
