Modem use in Japan and Germany

We have people that travel from country to country on business and need to use their computers through the various PTT networks. It appears that we have a problem where the modem will not detect dialtone in Japan and Germany so the user is forced to dial the number using a regular telephone connected through the modem and then when the remote modem answers hit the connect button on the communication package. Does anyone know of a work around to get the modem to detect the dialtone in these countries? Is there a better way to get the modem connection?
