Modem thru PBX

I have a pbx phone system and want to use the same lines for a bank of 4 modems. Right now I have only 1 modem for testing. The modem (Zoom) will answer and the data will xfer from the first call. I hang up and dial from a 2nd device. The modem will answer, but not complete the handshake. If I use a line that does not go thru the pbx (fax) then it works fine. What is the pbx doing? How to correct?
