Modem problems in hotel

I have a coworker who is in a hotel room trying to use an analog line to dial out from his laptop modem. He is not getting a dial tone, even though he is sure it is a working analog line. He is running XP Pro. He said he has fixed this before by changing a setting in the modem properties, but he doesn't remember what he changed. Any ideas?

could this be change the dial tone to pulse or tone dialling ? Also putting a 9 or 0 if needed for an outside line or whatever the hotel says to put etc.
 
He could test the analog line by dialing say his mobile phone and see if it rings.Alternatively he could connect an analogue phone just to be sure that the line works.
Another thing which might prevent him from dialing out is if there are unread voice messages on the analogue line. Hope that makes sense.
