Modem problems aix 4.2

I have an old AIX system that had to be reloaded from a mksysb tape, I am trying to configure the modem that is on it, I have a vendor dialing in but as soon as he connects all telnet access is being locked up. I have tried to test the modem with the cu command but it is not loaded, any help or suggestions would be appreciated.

Have you set up the tty for the modem? Use fast path smitty chgtty.
