Modem Problem

Anyone else ever have modem problems like this one?

I just got a call from a family friend that is having problems with connceting to the internet. She moved around her home office area and now when she tries to connect to the internet it can not detect a dial tone but in the background you can hear "Can not place this call, please hang up and try again." Also apparently when she plugs the computer into the phone line the whole home phone line doesn't work.. Any ideas or is this a phone company problem???
 
Things it could be...

1. Modem needs to have option of waiting for dial tone before dialing turned off. In modem properties of Windows, location depends on os, check control panel for modems applet.

2. Sounds like a second line was added... If so, its possible the telco screwed something up, but if regular phone calls are okay, then the computer should be able to dial out. However, does she have to hit 9 or something for an outside line? Can she plugin a regular phone to the modem jack and get a dial tone? If so, can she dial her ISP's access number and hear a modem answer? If she can't do that, then the computer won't be able to dial out either.

Post back with more info on these tests if problem persists.
