Modem Port Locked

Does anyone have experience with the modem port locking up if a user logs off abruptly? This happens all of the time with our system and I have not figured out what the problem is or how to correct it when it locks up.<br>

When attempting to dial an outside line we get the error message &quot;tty1A is locked&quot;.<br>
