Modem Pool hardware/software Recommendation

Can anyone recommend a modem pool solution that we can use as back up for remote users to dial in when our DSL goes down?

We are a W2K based shop and remote users require access to our Citrix Farm.
Our DSL goes down about every 6 weeks for 4 hours and our remote locations require access to our warehousing software being run on Citrix.
