Modem not responding AIX 4.3.2

Modem dials but unable to login. Are there any commands to confirm dialin users and any diagnostics to confirm that modem works?
 
It is not clear if you are going to or from AIX?

If to AIX, then make sure you have a getty on the port

penable

will tell you that.
You also need to make sure your modem is set to answer.

If dialing out, test with 'cu -ml tty4' Then you can
use the AT commands to setup the modem, and then use AT commands to dial to the other system.

You can use 'who' to see what tty's people are logged in to or telnetted.

Did a cu -ml tty1

confirmed that modem set on tty1 from /usr/lib/uucp/Devices

however,

states connected
with flashing line

type in at commands no reponse ok

typed ate1 and atq0 to allow echo and answer codes back in modem

however, still no at commands

please advise!
