modem not dailing out

Hi

can connect to the device tty0 but when I try to dail a number using atdt I get the below error have tested line and modem which are fine.

payment@hqax00 /export/home/payment >cu -ml /dev/tty0
Connected
atdt 02072018731
NO DIAL TONE

Any Ideas?
