modem faulty or not?

I have just formatted a friends PC and put Win98SE back on it. When I try to get onto the internet, I get error 680 and a message about no dial tone. I know the line is OK because another computer dials up OK through this line.

When I double click modem in control panel it informs me on the diagnostic tab that com1 has a serial mouse, com2 has no modem installed and com3 has my conexant HCF V.92 56K Speakerphone modem. I think the Modem should be reported as being on Com2 (I don't think there is a com3 is there?). How do I get the PC to know where the Modem is? (all drivers have been installed correctly - no yellow warning signs in device manager)
 
If I recall correctly the identification software and drivers are installed before the hardware is plugged in. You probably need to verify the install sequence with the original documentation.

Or you can rip everything related to the modem from the mangler and let it have another go at installing.
