Modem Experts Please help me

I have a brand spanking new Tosh 6100 laptop.
The internal modem is dialling out, getting just past the handshke then it sounds like it is "asking" again.
a very high pitched long tones occur then it hangs up.

I can provide a zip of a Wav file I recorded.

Any body please help?

I've done all the usual IT stuff - check number, drivers, cable attached?, dialling properties --- but I've obviously missed something

This happens when the two modems can't negotiate the right speed.

under "Device manager" click on modem and check extra settings, make sure that you only have E1 there.
