Modem Error: cant open port

Reformatted hard drive. When installing modem in com3 and checking "more info", the error "can not open port" is displayed. I have checked for conflicts under device manager, disabled most items in the startup menu(except for the essential four), and reinstalled over and over again.
P3,700mhz,rockwell ws5614pmc3 modem. Please help!
 
OS? What other hardware is on the system? My experiences have been hardware conflicts confusing the OS. And have gone so far as to remove parts, then install the OS, and put things back in one at a time to allow the OS to ident on a part by part basis. And the modem early in the process.

Any advice I give is my best judgement based on my interpretation of the facts you supply.

Help increase my knowledge by providing some feedback, good or bad, on any advice I have given.

 
Are you using a mouse on the serial port (com1) 9 pin female connector, or are you using a PS2 mouse, 6 pin male connector? If you are using serial port, that is com1 and it uses the same IRQ as com3, so your modem cannot use Com3.

Is your modem plug & play capable? If you can set the jumpers on the modem to plug & play (this is usually all jumpers off), Windows will pick the comport that will work.

If you cannot set jumpers for plug & play set them for Com2 and IRQ3. Then disable the serial port com2 in CMOS during startup. This should allow the port to be opened and the modem to work.

I have seen this happen when there are two drivers installed,but you would have seen this.

The only other thing I can think of is: first remove the card and reboot. switch off replace the card and let windows sort it's self out.

I have seen the same thing happen with a NIC. The BIOS sets the IRQ and so does windows only they done match
