modem disconnect problem with tty port

When someone dial in and disconnect the port never reset,

I would like to write a script that will check the port every 15 min and reset it, if its not in use.

Now I have never written a script so I would need help.

What I would like it to do is
pdisable and penable if someone is not on tty1 just incase the port needs to be reset. Put it in cron so it will run.

Can someone help me out.
