Modem connection

Hi we're having trouble dialing out through our modem connected to our HPUX box. The phone line is good and I believe the modem is good. Below are the commands we are trying. Any suggestions?

I unplugged the modem cable from the server and received the same message

Is the dial-tone on that line good? Plug a phone in and listen.
