Modem (Com Port) Programming

I am Ignorant!!
I don't know much of anything about programming, but I want to learn!

Objectives:
I want to write a program to simply dial a phone number and do a few other things with my modem. Is C++ VB the answer? Where do I purchase C++ VB???? or any other Programming Languages for that matter????

PS I don't want to use MS TAPI (proprietary Telephony Interface). I want to use just a standard program to communicate wih my modem (and a user-interface ofcourse). Any ideas will be appreciated,
