mod_ssl with apache 1.3.23

I used the following link to configure SSL:

I did everything it says, including pasting the proper DLL's to WINNT\System32, but also pasted them to WINNT\System, Windws\System, and Windows\System32 just to make sure I had them there, and restarted apache and I get an error saying that the mod_ssl.so wasn't found... what could be wrong... ?
