mod_rewrite problem

I need help doing a rewrite.
Here is the example:

http://www.domain.com

gets translated immediately to

https://www.domain.com

I am having a heck of a time getting the apache2 server to use mod_rewrite as well, even though I compiled apache2 with the options: ./configure --enable-shared=most --enable-module=all --enable-ssl --enable-shared=ssl

I appreciate help with this, it's a duesy!
