Does Extension mobility work when in SRST mode thanks

No, there would be no way for the SRST router to download the Device Profiles. The router only downloads the phone configuration existing on the phone that registers to it.

pndscm is correct. In failback mode your phones have no connection to your cm.

Can you have a CME as fall back to the central cluster as opposed to simple SRST - if so can Mobility then work?

EM only works when the PUB is up, as this does changes to the master DB. So no, when the PUB is unavailable thats it - the phone stays the way it is.
