Mobile Twinning to a Group of Phones

We need a group that has two phantom extensions which are both mobile twinned to their cell phones. The customer has a PRI and you see both extensions being twinned in SSA but one drops after one second but continues to ring the first twinned phone. We tested this on our system but we have SIP Trunks and it works fine.

It seems like a PRI issue but I don't know what it would be. Any ideas?
 
Mobility tab, check Hunt Group calls eligible for mobile twinning, check Twin When Logged Out, check one-X Mobile Client, and check Mobile Call Control. Make hotdesk with Login Code.

You may or may not have to also create an H.323 extension to go along with the phantom users, I've never had a problem without it, but one of my cow-orders insists that it is necessary.
 
Yes I have all those checked. Also set up H.323 ext. I did notice that I get this in monitor.

I have messed with the dial delay and the mobile answer guard and nothing changes.
 
Check the ISDN logs, I bet the provider sends a "connect" instead of a "call progress" if the cell phone starts to ring. The "connect" must only be received when the cell phone actually answers the call.
