Mobile outlook re-synchs entire email database

We have a laptop user who dials in using the outlook client. Upon dial-in, the outlook program takes upwards of 45 minutes to re-synch everything onto the laptop. Is there a configuration setting that needs to be setup to only synch NEW items? Or is this just a normal MS Outlook function.

Any help will be appreciated..

You should be able to disable the OST.
