Galaxy S23 FE

I set up my mobile hotspot (just as previously done on my S9, S10, S21) as my grandchildren connect their tablets when we are in the car.
On this device i can see them connect, but they do not ever use any data. (tested with other devices/smartphones - same result)
On their tablets they show connected without internet.
I have reset networking, and even reset the phone, but the same situation occurs.

Is there a hidden menu somewhere I am missing or control on the other devices?

Thanks
