Mobile Connect incoming gets busy tone

Please can somebody explain this to me.

Whenever somebody with a remote destination profile calls inbound to a route-point on the CUCM, from the same number that is associated to their RDP, we get a busy tone. As soon as I take the external number out of the RDP and call inbound to the same route-point, it succeeds.....

Q931 just says "Cause i = 0x8091 - User busy"

I don't understand!
