I need to develop a database to manage MS Word and Excel Documents. I need to be able to access details from the Windows directory tree - is this possible. I also need to be able to access the properties of the files - is this possible?

Consider using SharePoint instead, it's built-in and comes with a boatload of features they can't even imagine. The minimal Sharepoint install (WSS) will probably mean they'd have to buy a new server and install SQL Server 2000 on it, ... but it may be worth it.
