Does anyone know where I can find some free practice exams or helpful web groups for the Minnesota Power Limited Technician License Exam? I have the NEC code book and Mike Holt’s Guide and it is very helpful but I would like to be able to try some more practice exams. When I took my CCNA I found all kinds of helpful groups and information but I am having trouble finding anything on the MN PLT exam.

There's usually no test preps out there for State licenses. I never found any for CT or RI back in the day. The State's Department of Labor and Licensing should have some material for you. You could try the union local and see what they might have. But if you're not a paying dues member, you might get treated like the scum they think you are and shown the door rather quickly.
