MMC snap in to allow delegation of user management by OU?

I believe I'm seen mention of an MMC snap-in that would allow me to delegate management of users in a specific OU to a specific individual in that OU. In particular, to allow a line of business manager to perform password resets, and perhaps to add Windows users from a template.

Am I making that up, or does it exist and I just can't find it?
