MMC Snap-in failed to initailize

Guys / Gals,

I'm trying to create a MMC so that remote locations / account administrators can administer their Organizational Units. They would be limited to adding users and the changing of passwords, etc. I have tried to setup (at a domain controller) an MMC (example: admineast).mmc). I opened their particular OU (EASTCST) in Active Directory Users & Computers and configured the MMC with the CONSOLE MODE set to:: “User Mode limited access, single window”. I set the security tab to allow R/W access for the admineast userid. Logged on as domain administrator, I then both emailed this user and copied the mmc file to the admineast's workstation. When logged on as admineast on admineast’s workstation (or any other domain userid, including administrator) I get the same message:
Snap-in failed to initialize ... Name - not available. This is followed by
CLSID: {Ennnnnnnnnnnnnnnnnn}

I need to delegate account administration to those people in charge at each location. None of the technical books that I have looked at thus far detail the entire process. Has anyone done this and can you give me a step by step procedure (or point me to a comprehensive manual/link)? Does it really lock out all other portions of the AD tree for that MMC?
