MMC Question?

Can anyone tell me is it possible to email a mmc to a user who you have delegated to change passwords and if so how does this work without the admin tools being installed on the client PC.

They need the admin tools installed...a saved mmc windows is really just a series of shortcuts...no programs in back and it won't run them. Course installing adminpak.msi is easy enough to get those tools installed.
