MM with exchange administration problem

Anybody seen this before . . . MM with exchange 1.1 if they go to administer the user in Active Directory for there old users no problems but any of the newer users added in the last year of so they get a message informing them "you are not configured as a MM subscriber administrator for the voice mail domain"
