MM Subscriber Admin Tool

Just got a new laptop (running Windows 7 Pro). Installed the MM SubscriberAdmin Tools but when trying to apply changes in AD I'm getting an error...
"An unexpected error has occurred. This maybe due to a temporary problem with the voice server, mail server or the network. please retry the operation.
(0x800706ba)"

I had to install this in compatibility mode (Tried XP and Vista) but the same outcome.

Has anyone else else seen this or got this running with the same OS?
