once a subscriber records and sends a message and schedules it for deliver a few days later, where in the system can you see if that message is still there or not etc.. as an admin how can I tell?

Well you can look at the subscriber activity report. I think it still shows future delivery but that is if you have a Avaya message store

And there's nowhere in the TUI/user mailbox/system to edit that schedule of the message? Principal of the firm recorded and schedule a broadcast to the firm for a day later, then realized they wanted it sent earlier and had to re-record it and the original also still went out as there was nowhere for it to be pulled back.

only way to remove the message if it is not sent is to delete the senders mailbox. Once the messages is sent its just like putting it in the mail. Cant be touched

And I can assume AVAYA is the only one with permission levels to go into the system, to that level and remove it?

I'd have thought that deleting the broadcast or ELA box would be the way to stop it and not the actual user who recorded/sent.

i have never tried that. As far as Avaya removing the message I don't know if they even would If you were a Linux expert with the Root and TSC password you I'm sure you could remove the message in some way
