Does anyone have a information on how to deliver a license file to an MM 2.0 system?

Rod!

Avaya RFA to get the xml license file, then put the xml license file on the MAS server, then import the license file in the Voice Mail System Configuration application under Licensing.

And yes RFA is difficult to deal with some times

I've got the license file, I have experience with RFA but from what I am reading on loading the file, I'm not sure if this can be done remotely? Is that possible?

Yes you can transfer the file to the MAS and remotely import the license.

Ok I found the dial in number but I still do not see how to access it in the documentation. Do I use a ppp connection like for the S8XXX sieries products or dial directly into the system. Sorry for all the questions, I just don't want to mess this up.

Dial into the mas and then start a remote desktop session to the MAS. Then from the VMSC right click on the license and click import
