MM (exchange back end) installation of SP2 not working

I am trying to install Exchange 2003 SP2 to the MAS that has Exchange System Mangagement tools installed but I get a message that SP2 cannot be installed without Exchange itself installed. Any ideas?

You need to install the Exchange System Management tool first. Exchange 2003 SP2 does not require the server portion of the product to be installed in order for it to be installable.
