MM Can't Xfer ext. calls to vm - Trunk to Trunk issue?

I'm working a MM 3.1 post cut as the end user trainer. I have design/install background, but not in MM.

Problem: External calls cannot be Xfer'd directly into another's Voicemail. The work around from the local Avaya techs is to change COS Trunk to Trunk to Yes - Which of course works, however, it opens the whole system up to toll fraud, because everyone should have permission to "Express Transfer".

I believe that the solution is to set System Parameters: Trunk to Trunk = Restricted (it was set at none) This will allow the tie trunks to do their "thing" and communicate with the MM. Then they can go back and restrict the use COS Trunk to Trunk parameter.

Does anyone have any experience with this or links to documentation on this. It makes sense logically, but of course, no one locally wants to put their name on this solution.

I have the exact same problem and I'm not getting any other solutions from Avaya. I've posted questions in other forums and if I get an answer I'll let you know.

I just encountered this today and was able to fix it by adjusting the Trunk Group and setting Disconnect Supervision to "Y". What led me to this was by performing a Trace in CM and it stated:

09:27:07 transfer station 3582 cid 0x29c4
09:27:18 call-forwarding 2314568900
09:27:18 denial event 1740: No Disconnect Supervision D1=0x84e0 D2=0x29c4
